2021 Appeals Board annual report

The Board of Appeals is responsible for acting on administrative and variance appeals from decisions made by the Planning Board or the Code Enforcement Officer in accordance with Town of Belgrade ordinances. The board conducts these appeals in accordance with Maine statutes, Town ordinances and board procedures, keeping in mind the community goals of the Belgrade Comprehensive Plan. Often the decisions made by the board seem harsh and even contrary to common sense, both to the board members as well as to the general public. The board is bound to follow the law in all cases.

During 2021, the board scheduled six monthly meetings and received two administrative appeals for review. The board had previously conducted two hearings during 2020 and subsequently made decisions on both at the January 2021 meeting. The board also reviewed and made amendments to the Board of Appeals ordinance, which will be presented to the voters for approval at the town meeting. Those proposed amendments are simple housekeeping matters to clean up the ordinance.

Serving on a municipal Board of Appeals is one of the most challenging and rewarding jobs a citizen can volunteer to do. Thank you to fellow board members Nicholas Alexander, Norma Blazer, David Bonar, Dick Bourne and alternate member Val Hudspath for their dedication and service.
