Dams Committee

The Dams Committee is an inter-local group of volunteers appointed to serve by the participating municipalities of Belgrade, Oakland, Rome, Sidney and Mount Vernon. Committee members oversee the maintenance and operation of Belgrade's three dams: Long Pond/Wings Mills, Great Pond/Village, and Salmon Lake. At its monthly meetings, the committee discusses lake  levels, maintenance and operations of the dams, and possible recommendations to municipal officials. The Town of Belgrade is responsible for 48 percent of the costs of the dams.

The Town of Belgrade is further responsible for administration of the funds contributed by the five member towns, including accounting records, payments, receipts and auditing. The Dams Committee has four Belgrade members who serve staggered three-year terms.

The regulation of the dams is governed by an agreement by and among the Town of Belgrade, the Maine Department of Environmental Protection and the Maine Office of Attorney General. 

The most pressing current need the Dams Committee faces is the need for major structural repairs to the 104-year-old wooden crib and rock-structured Wings Mill Dam. The permitting process for the remediation project has been completed. The engineering is in the final stages as the committee prepares to enter into the bidding process for the work to be done. In 2019, the committee sought $60,000 for an installment on this project. For 2020, the Dams Committee requests the signatory municipalities of the inter-local agreement appropriate another $60,000 to begin the remediation work to address the structural problems with the Wings Mill Dam. After funds are appropriated, work on this project is projected to occur in late summer and into early fall of 2020. Construction will take approximately six to eight weeks to complete.

The committee is also requesting $20,000 for continuing preventative maintenance and repairs to all three dams.     

Of the total $80,000 budget proposed for 2020, Belgrade is slated to contribute $32,000. That is $6,400 less than the Town's share because of an overpayment in 2019 before Sidney and Mount Vernon joined the interlocal agreement.
