Town Manager

The Town of Belgrade is seeking a full-time Town Manager. This is responsible and varied professional work as the Chief Administrative Officer in managing the day-to-day affairs of the Town of Belgrade, under the direction of the Select Board.

The Manager is charged with the identification of the services and policy needs of Belgrade and is responsible for the development of the programs or implementation of actions directed by the Select Board to meet those needs. The Manager shall act in such capacity as the Select Board may direct on Municipal, State, Federal and any other policy issues affecting the Town.

The work environment is relatively unpredictable and requires the ability to manage many projects at once. Although governed by policies, the manager must frequently act without precedent.

A degree in public administration or related field or an equivalent combination of college course work and/or experience is preferred. Applicants must also have considerable experience (five or more years) in a responsible position of a managerial nature, preferably in a local government setting; a strong background in financial management with non-profit accounting preferred; background in budget preparation, administrative/organizational development, and strong communications and interpersonal skills.

Facilities Maintenance Director/Cemetery Sexton

The Town of Belgrade is seeking a full-time Facilities Maintenance Director/Cemetery Sexton. This is varied managerial and physical work overseeing the upkeep and maintenance of the Town's facilities, its groundskeeping and its cemeteries. The administrative work consists of leading a crew of mostly part-time workers, managing two departmental budgets, working with licensed contractors such as the Town's plumber and electrician, and ensuring cemetery records are up-to-date and accurate. The physical work includes mowing and weed-eating, minor construction projects, building maintenance, and snowplowing facility parking lots. 

Applicants must have a high school diploma and be willing to train in cemetery management. The director/sexton must be able to work well with the public, especially during trying times. 

Hours vary, depending on storm events. The Town of Belgrade offers health, dental and vision insurance, and a matching retirement plan.

Summer maintenance workers

The Town of Belgrade is seeking summer maintenance workers who will assist with groundskeeping (mowing and weed-whacking) of Town properties and facilities, along with light building maintenance work. Workers will work 40 hours per week at a rate of $15 per hour. An application is posted to the left. Per-diem firefighters/EMS providers

The Town of Belgrade is seeking motivated firefighters and emergency medical service providers to work per-diem schedules during summer weekends and when the Fire & Rescue Department's full-time personnel are on vacation or taking sick time. Per-diem schedules are based on 10-hour days, typically from 8 a.m.-6 p.m. to cover vacations and sick time for full-time firefighters/EMS. Hours may vary due to emergency calls. Per-diem firefighters/EMS are also needed for overnight shifts on Fridays (6 p.m.-8 a.m.), Saturdays (8 p.m.-8 a.m.) and Sundays (8 p.m.-8 a.m.) from Memorial Day to Labor Day.

Per-diem firefighters/EMS are required to work four (4) shifts per year to remain as a per-diem employee. Pay will be at the budgeted rate.

Animal Control Officer 

The Town of Belgrade is accepting applications for the position of Animal Control Officer.

The Animal Control Officer is hired by and reports to the Town Manager. The position primarily involves field work enforcing municipal ordinances and state law related to the regulation and control of dogs and other domestic animals. The work involves contact with the public and potentially dangerous animals, maintaining records and reports, and monitoring licensure of dogs.

Essential duties include investigating complaints concerning the regulation, licensing and control of dogs and other domesticated animals; determining if any state law or town ordinance has been violated and taking appropriate action, including catching, confining and quarantining animals; responding to complaints of loose or stray animals; delivering captured animals to the animal shelter.

The Town will pay for the officer's training, including animal handling, applicable laws and ordinances, preparation and maintenance of records and reports. Belgrade's animal control officer must be able to deal courteously but firmly with the public, communicate well orally and in writing, have an ability to exercise independent judgement in conducting patrols and responding to complaints, be able to establish effective working relationships with pet and property owners, other Town employees and elected officials, sometimes under adverse, strained, emotional and stressful conditions.

Applicants must have earned a high school diploma and possess a valid State of Maine Class C Motor Vehicle license and a vehicle capable of transporting animals.

This position is an on-call position, to be available 24/7. When on vacation, the Animal Control Officer must supply contact information for a substitute. There are no benefits with this position. Pay is by contract and is established by the Selectboard on an annual basis that runs from January through December. The Animal Control Officer also receives mileage at the rate established by the State of Maine.
